Authorising Engineer (Electrical)

PPL Engineering Services work to support, inform, and assist in implementing and maintaining a Safe Systems of Work within Healthcare, Military, Heavy Industrial and Commercial environments. Following this we work to monitor, and audit effectiveness of the Safe Systems of Work across those high-risk activities within our client organisations.

On a day-to-day basis, you can be expected to resolve technical risks and opportunities in your chosen field of expertise, as well as engage and cooperate with stakeholders in the various sectors named above.

One of the key challenges that is faced by our team, is the ability to influence change as an external body, i.e. without authority.

In order to achieve this, the successful candidate will be comfortable working collaboratively, with multiple stakeholders and agencies with shared / varying levels of authority. Whilst doing so, PPL Engineering Services strives to provide assurance of compliance with legislation, industry guidance, best practice, and external company procedures for managing engineering activities and systems in the relevant field of expertise.

Authorising Engineer Duties

  • Act as a subject matter expert – Authorising Engineer
  • Support the effective delivery of Technical Services and provide support to meet legislative and statutory regulations
  • Problem solve Technical Services within field of expertise
  • Support the effective development and delivery of company procedures to manage safety and engineering activities and systems
  • Support the implementation of Safety, Systems and Engineering Policy, Process and Guidance for various clients
  • Audit compliance for various clients in line with statutory regulations, legislation, and industry best
    practice in the field of expertise
  • To provide advice to procurement on the standards of contractors in the field of expertise.
    Provide advice on maintenance Standards in the field of expertise
  • Communicate updates to statutory regulations, legislation, and best practice with stakeholders in
    the field of expertise
  • Build professional relationships with all stakeholders, delivering effective communication including technical advice within field of expertise, and contribution with formal or ad-hoc reporting as appropriate
  • Train, coach and assess others competency within the field of expertise
  • Investigate a series of events which have led to an unsatisfactory outcome in terms of safety identify the root cause and what systems may be required in order to achieve regulatory compliance in the field of expertise
  • Be capable of devising or assessing safety strategies, policies, and procedures for a range of different clients in the field of expertise
  • To provide training and/or mentoring for staff at various client sites such as to be able to complete the following:
    • A suitable level of site, system, and equipment familiarity
    • Production and review of Risk Assessments in the field of expertise
    • Review of maintenance of installations in the field of expertise
    • Authorised and/or Competent Person duties
  • Review the suitability and sufficiency of risk assessments and method statements for activities on the installations in the field of expertise
  • Have knowledge and understanding of the following: MoD JSP 375 Volume 3 Chapters, HTM relevant to the field of expertise, Company Safe operating Procedures (as appropriate); Current Edition of the IET Wiring Regulations; The Electricity at Work Regulations; The Dangerous Substances & Explosive Atmospheres Regulations (DSEAR), Electrical Supply, Quality and Continuity Regulations (ESQCR)

Personal Specification

PPL Engineering Services is built upon client relationships. As such, the successful candidate(s) will be recognised as the client point of contact in their field of expertise for engineering problems. This can include providing advice to all stakeholders on areas within their relevant field of expertise, whilst ensuring that activities within your field of expertise are aligned with statutory regulation, legislation, and engineering standards.

As such, it is essential that you hold the following:



  • Engineering competence with NVQ level 6 or equivalent qualifications
  • Qualified as Lead or Internal Auditor to ISO 45001 or equivalent
  • Safety competence with NEBOSH General Certificate or equivalent
  • Member of an appropriate Engineering Institute and registered with the Engineering Council as an Incorporated or Chartered Engineer, or the qualifications/ability to gain.


  • Hold an MoD/NHS Licence as an Authorising Engineer, or the qualifications/ability to gain, where applicable

  • Good IT skills using Microsoft Office applications
  • Excellent written, verbal communication
  • Critical / Analytical thinker
  • Fantastic organisational skills


  • To have a knowledge and understanding of and be able to apply amongst others, the following documents and core safety principles to projects of all sizes and have sound understanding of engineering principles in field of expertise:
    •  Health Technical Memorandum series
    • Joint Services Publication 375
    • BS7671 – IET Wiring Regulation (Current Edition) for Electrical Installations
    • Approved Document P – Electrical Safety to the building regulations
    • The Electricity at Work Regulations and/or General Application Regulations Part 3
    • The Dangerous Substances & Explosive Atmospheres Regulations (DSEAR)
    • Electrical Supply, Quality and Continuity Regulations (ESQCR)
    • Statutory Regulations.
