Authorising Engineer (AE)

Company Overview

PPL Engineering Services work to support, inform, and assist in implementing and maintaining a Safe Systems of Work within Healthcare, Military, Heavy Industrial and Commercial environments. Following this we work to monitor, and audit effectiveness of the Safe Systems of Work across those high-risk activities within our client organisations.

Job Specification

The successful candidate will be responsible for the implementation, administration, monitoring and auditing of Safety Rules and Procedures (SRP) including technical support for specific disciplines, E.G. Electrical (HV, LV, AGL, Hazardous Area Systems), Mechanical (Boilers and Pressure Systems), Petroleum Installations (BFI, MTFI), Work at Height and Confined Spaces.

Our client base requires that this is carried out in-line with industry guidance, such as Health Technical Memorandums (HTM), Joint Service Publication JSP375 (MoD) and other company specific Safety Rules and Procedures.

Authorising Engineer Duties

  • Assessing experience, training and competence of Authorised Persons (AP’s) / designate, providing recommendation for appointment as per SRP
  • Providing professional, technical and engineering support to AP’s/team as necessary. To ensure they can carry out competently their function, ensuring compliance and succession planning
  • Design deliver both on and off-site training as necessary, for AP’s, to ensure they have the required level of competence required for the discipline
  • Certification & Training of on-site AP’s
  • Implementation, Administration, Auditing and Monitoring of discipline specific Safe Systems of Work (SSoW) associated with Statutory, Mandatory and company specific Regulations/requirements
  • Carrying out internal or external auditing activities in the role of an AE as per the requirements of
    the SSoW
  • Responsible for ensuring compliance with the Health and Safety at Work Act 1974, Management of
    Health and Safety at Work Regulations 1999, Company specific Health and Safety policies, and
    Statutory and Mandatory regulations E.G. Electricity at Work Act, Pressure System Safety Regs, Confined Spaces Regs ETC
  • Ensure highest levels of Health and Safety are adhered too
  • Undertake investigations with respect near misses, incidents and accidents, liaising with enforcing authorities where required in the role of an AE
  • Undertake routine periodic inspections, as required in the discipline specific area of expertise
  • Act as focal point to the management team within the company and associated AP team for matters relating to the SSoW
  • Provide assurances that the discipline specific SSoW, is being appropriately implemented on site through AE Audits, AP assessment, ETC
  • Delivery of City & Guilds assured training courses, as necessary within AE specific discipline

Personal Specification

PPL Engineering Services is built upon client relationships. As such, the successful candidate(s) will be recognised as the client point of contact in their field of expertise for engineering problems. This can include providing advice to all stakeholders on areas within their relevant field of expertise, whilst ensuring that activities within your field of expertise are aligned with statutory regulation, legislation, and engineering standards.

As such, it is essential that you hold the following:



  • Engineering competence with NVQ level 6 or equivalent qualifications
  • Qualified as Lead or Internal Auditor to ISO 45001 or equivalent
  • Safety competence with NEBOSH General Certificate or equivalent
  • Member of an appropriate Engineering Institute and registered with the Engineering Council as an Incorporated or Chartered Engineer, or the qualifications/ability to gain.


  • Hold an MoD/NHS Licence as an Authorising Engineer, or the qualifications/ability to gain, where applicable

  • Good IT skills using Microsoft Office applications

  • Fantastic organisational skills


  • To have a knowledge and understanding of and be able to apply amongst others, the following documents and core safety principles to projects of all sizes and have sound understanding of engineering principles in field of expertise:
    •  Health Technical Memorandum series
    • Joint Services Publication 375
    • BS7671 – IET Wiring Regulation (Current Edition) and/or IS 10101 National Rules for Electrical Installations
    • Approved Document P – Electrical Safety to the building regulations
    • The Electricity at Work Regulations and/or General Application Regulations Part 3
    • The Dangerous Substances & Explosive Atmospheres Regulations (DSEAR)
    • Electrical Supply, Quality and Continuity Regulations (ESQCR)
    • Statutory Regulations.
